Getting to work, school, medical appointments, and grocery stores should be simple, but for many households, it's anything but. When transportation options are limited or unaffordable, even the most basic routines can become major obstacles. The good news is that communities like York County, Pennsylvania, are working on transportation problems and solutions that help people stay connected to opportunity.

Why Transportation Is a Challenge for ALICE Households

For many Americans who are asset limited, income constrained, employed (ALICE), getting around is far from simple. Structural and economic barriers often make reliable transportation difficult to secure.

Research shows that public transportation inequity can leave low-income households trapped by geography, limiting access to jobs and upward mobility when affordable options are unavailable or unreliable.

At the same time, vehicle ownership is increasingly out of reach. The average cost of a new car is nearly $50,000, driven by inflation and reduced production of less expensive models. Used car prices also remain elevated, making even secondhand vehicles difficult for lower-income households to afford.

Together, these factors create a persistent gap between where people live and where opportunities exist, causing significant problems around transportation for low-income households.

Affordable and Accessible Transportation Solutions

While these challenges are significant, many states and counties offer a range of programs and services designed to help residents access safe, affordable transportation. Exploring multiple options can help households find a solution that fits their needs. Here are some solutions to explore in York County, Pennsylvania.

Statewide Transportation Assistance Tools

Pennsylvania's Find My Ride tool helps residents identify transportation services they may qualify for based on age, income, disability status, and other factors. This centralized system simplifies what can otherwise be a confusing process, connecting users with local, regional, and state-funded programs in one place.

Shared Ride and Paratransit Services

Rabbittransit's Shared Ride Program provides door-to-door, advance-scheduled transportation for seniors, individuals with disabilities, and others who qualify. This service allows riders to share trips with others traveling in the same direction, helping reduce costs (and carbon emissions) while increasing accessibility.

For individuals who cannot use fixed-route transit due to mobility limitations, the company's paratransit services offer a critical lifeline, ensuring access to medical care, employment, and community resources.

Community-Based Transportation Support

York County Community Action Corporation offers transportation-related support for eligible residents, including programs that help individuals maintain employment and access critical services. These programs often focus on reducing immediate barriers while helping participants build toward greater self-sufficiency.

Commuter Resources and Employer Partnerships

Commute PA helps residents explore cost-saving commuting options such as carpooling, vanpooling, biking, and public transit. By promoting shared transportation and alternative commuting methods, the program reduces both individual transportation costs and overall traffic congestion.

United Way of York County Transportation Programs

United Way of York County not only helps Pennsylvanians access transportation solutions today, but also offers two transportation grants each year to improve future service:

  • The PA211 resource line. PA211 is a free, confidential service that connects individuals with resources that provide transportation assistance for low-income households as well as other essential services. By dialing 211 or searching online, residents can quickly find local programs tailored to their situation.
  • Lyft vouchers. Eligible York County residents can request rideshare vouchers for essential trips using a short online form. Vouchers are typically emailed within 72 hours and can cover up to $20 per ride (including a tip), with the option to request up to two vouchers.
  • Targeted transportation initiatives. United Way of York County offers transportation grants to support programs that offer dedicated transport solutions for ALICE households. These initiatives may include partnerships with local providers, funding support, and coordinated services to ensure residents can access work and essential needs.
