The York Water Company Bill Discount Program is designed to provide ongoing, sustainable bill relief to income-qualified residential customers while encouraging timely payment. The program supports customers who meet income eligibility standards and will help them remain current on their accounts.
To qualify for the Bill Discount Program, customers must meet all of the following criteria:
- Income Eligibility
- Household income at or below 250% of the Federal Poverty Level (FPL), as verified by United Way of York County using current federal standards.

- Customer Classification
- Must be an active residential water customer of The York Water Company.
- Must be an active residential water customer of The York Water Company.
- Account Standing
- Must remain current on monthly bills or payment agreement terms.
- Must have a current account balance less than $1,000 at the time of enrollment.

- Failure to maintain eligibility requirements may result in removal from the program at any time.
- Prior Assistance Restrictions
- Cannot have received York Water CARES grant funds within the current program calendar year.
- Cannot have received York Water CARES grant funds within the current program calendar year.
- Reapplication Process
- This is an annual program and reapplication will be required each year.
- Acceptance into 2026 Bill Discount Program does not guarantee acceptance into the 2027 program.
- This is an annual program and reapplication will be required each year.
Program funding is limited and runs until 12/31/2026.
